Since 2008, the Code provides for road safety this:

"During the period from December 15 to March 15, the owner of a taxi or passenger vehicle registered in Quebec may be put into circulation this vehicle, unless it is equipped with tires designed specifically for winter driving according to the standards prescribed by regulation of the Government. This prohibition also applies to any person renting a vehicle in Quebec walk which is not equipped with this type of tire. "
